030(2)(a), the City must collect yard waste from each structure at reasonable times and places, but not less than once each week, running March through December only; there is no scheduled yard-waste pickup in January or February. 015(1)(b): residents must request a yard waste container to get service. 030(2)(b) requires the customer to pay the regular monthly fee shown on the Consolidated Fee Schedule adopted by the Municipal Council, 'notwithstanding whether or not the customer uses a container for the collection of yard waste,' meaning the charge is not usage-based.
