Section 11.02.010(1) requires 'the owner of any dwelling used for human habitation' to 'arrange for residential refuse waste collection services'; going without service is not an option for an occupied dwelling. Subsection (2) makes Provo City the exclusive provider of curbside refuse collection: 'All curbside refuse collection shall be provided by Provo City.' Multi-unit structures instead use 'dumpster and/or roll off services... arranged for by the property owner.' The Public Works Department may require a dwelling to carry up to ninety-five (95) gallons of refuse capacity per week to satisfy the mandatory-service rule in Section 11.01.050(13).

Once service is set up, Section 11.02.030(1) confirms refuse is collected 'only from containers obtained from Provo City,' and the City commits to collect 'at reasonable times and places, but not less than once each week' under 11.02.030(1)(a). Owners are billed monthly under the Consolidated Fee Schedule for each residential refuse container regardless of whether it is used every week, per 11.02.030(1)(b). Exceptions to the mandatory-service billing exist under 11.02.010(4): if water, sewer, and refuse service to a dwelling has been properly terminated, or if the owner has separately contracted with a licensed commercial hauler for pickup, standard City billing does not apply. Contracts entered into before November 1, 2011, were grandfathered and could be extended through November 1, 2012, under 11.02.010(5).
