Unlike towns that run a municipal garbage truck route on a weekly schedule, Ridgefield's solid waste system centers on a single Town facility rather than a fixed pickup calendar. Section 305-10(A), adopted under authority granted by Connecticut Public Act Nos. 83-120 and 85-334, requires solid waste generated anywhere within Town limits to be deposited at the Town solid waste facility, and it flatly prohibits disposal at any other location, inside or outside Ridgefield, unless the Board of Selectmen approves it in writing. That makes taking waste to the facility, either yourself or through a hauler, the mandatory service model rather than an optional convenience.

Access to the facility itself is gated by a permit system under § 305-12: a Class A permit lets a resident bring their own household waste in a passenger vehicle, a Class B permit covers pickups, vans and trailers, and a Class C permit covers a commercial solid waste collector's trucks. Residents who do not self-haul contract with a Class C permitted collector, who is then responsible for getting the waste to the facility under the same mandatory-disposal rule. Certain wastes cannot be accepted at the facility at all, including contaminating liquids, highway construction debris and toxic, radioactive or pathological materials, per § 305-10(A)(1) through (3).

The Board of Selectmen sets and revises the toll, fee and rate structure for facility use semiannually under § 305-11, based on the Town's solid waste management costs and the type of vehicle using the facility.
