Tucson doesn't let households opt out of trash service. Sec. 1(A) requires that residential establishments capable of being occupied receive standard residential collection services and pay the commensurate fee under Chapter 15, service is mandatory, not optional, tied to occupiability rather than actual occupancy. The chapter's definitions section, Sec. 15-1, spells out what 'standard residential collection services' means in practice: APC (automated plastic container) collection once per week for both refuse and recyclable materials, plus brush bulky service twice per year, with the director retaining authority to designate the volume collected under the standard service.

The director, per Sec. 1(C), determines the point of collection, the collection method, the volume, the frequency, and the number of containers issued to each residential establishment, so while weekly service is the baseline, account specifics are set administratively. Assisted living homes get a higher floor: Sec. 1(F) requires a minimum of 180 gallons of weekly-serviced refuse container capacity unless the director determines less is adequate. Temporary relief exists but only through the director: Sec. 5 allows the director to suspend service and fees for up to eight months when a customer requests it and it's feasible, with all containers picked up during the suspension and an APC removal/delivery fee charged. A customer who uses residential services during an approved suspension is back-billed for the full suspension period plus an account reconciliation fee.
