Sec. 030(b)(1) puts the collection obligation on the resident: the occupant of each single-family dwelling must arrange and pay for residential trash to be picked up by a solid waste collector at least once each week, unless the charge is otherwise paid. A collector that takes on the account must use a packer truck licensed by the city for residential collection and dispose of the trash at a licensed sanitary landfill or licensed processing facility; the same weekly minimum applies to multifamily dwellings, apartments and mobile home parks under Sec.

030(b)(2), with the building owner responsible for arranging service. Because Wichita runs an open, competitive hauling market rather than a single city contractor, Sec. , Monday through Saturday. Sunday collection is barred except when the health officer specifically authorizes a nonscheduled Sunday run requested by a collector because normal scheduled collection was negated by an emergency such as adverse weather. Collectors also renew their vehicle license annually by November 1, and as a condition of holding a packer truck license, a collector must accept a request for residential service from any dwelling located on a block where it already serves another customer, or risk having its packer truck license revoked under Sec. 140(d).
