125 lists eleven categories of prohibited right-of-way obstructions, and dumpsters or garbage containers over 100 gallons are item (2), grouped with boulders and objects over 30 pounds, sports goals, storage devices over 100 pounds, and sight-triangle obstructions taller than 33 inches.
