Chapter 52, Dumpsters, adopted by the Board of Selectmen on July 22, 1991, restricts placement of dumpsters and construction containers on one- and two-family residential property in Bethel; it does not apply to commercial or multifamily sites, which fall under Chapter 94's solid waste rules instead. Section 52-1 defines a DUMPSTER as a metal box, front-and-rear-end loader with cover, not to exceed 36 inches long by 72 inches wide by 38 inches high, or two cubic yards, while a CONSTRUCTION CONTAINER is a metal roll-off box with an open top not to exceed 264 inches long by 66 inches wide by 66 inches high, or 30 cubic yards.

Section 52-3 requires the Building Official's approval before either type of container is placed, and bars placement that blocks vehicular or pedestrian traffic or that is loaded so contents spill into the street or sidewalk. Section 52-4 further bars using the container for recyclable materials or garbage, or for anything that creates offensive odors or a health hazard. Section 52-5 makes permits a written approval issued once the Building Official finds the applicant has a reasonable need for the container. Section 52-6 caps every permit at 30 days, though the Building Official may renew it once for good cause for an additional 30-day period, after which the permit holder must remove the container.

Section 52-7 lets the Building Official revoke a permit for a false statement in the application, for using the container against the terms of the permit, or for failing to conform to Chapter 52's provisions generally.
