Bethel, CT Trash & Recycling: Yard Waste Collection (2026)

Chapter 83, Hazards to Public Roadways, was adopted by the Board of Selectmen on December 6, 2016, specifically to keep debris off town roads. Section 83-2 defines DEBRIS broadly to include rubble, rubbish, garbage, trash and waste unsuitable for disposal onto a roadway, and § 83-3 bars anyone from placing, moving, keeping or allowing debris from any source, private property or otherwise, onto a public roadway or right-of-way, expressly naming snow, ice, leaves, grass clippings, yard waste, household waste, brush and tree branches. This is separate from Chapter 80's curbside leaf collection program: § 80-7C lets residents bag leaves in approved leaf bags on Board-designated collection days, but once yard waste ends up loose on the pavement or shoulder of a road, § 83-3 governs instead.

Section 83-4 puts enforcement with the Bethel Director of Public Works or a designee, who must notify the responsible person in writing, by hand delivery, certified mail or overnight mail, to remove the debris. The person then has seven days, including weekends and holidays, weather permitting, to clear it before being in violation and subject to litigation to force compliance.
