Sec. 101 defines a commercial-scale WASTE CONTAINER as 'a container of the type and capacity commonly known as a "roll off container" or "rear loader" or an equivalent,' which covers the dumpsters used by businesses, multifamily properties and construction sites. Sec. 104(F) treats these differently from a household cart: they default to the rear yard just like any other container, but 'may be placed on the side or front yard areas only if the rear yard area is of insufficient size or accessibility', a placement rule, not an open choice, that requires the rear location to actually be impractical before the dumpster can move forward.

' A screen on three sides, a sagging gate, or an enclosure that forces pedestrians into the street all fall short of the rule. Because a dumpster is still a waste container for purposes of Article 4, it must also be furnished by the waste producer (owned or leased) and kept 'in a tightly covered and sanitary condition' under Sec. 101, and an unenclosed or poorly sited dumpster can be pursued as an improper accumulation under Sec. 105's Article 5 abatement process.
