James City County, VA Trash & Recycling: Dumpster Rules (2026)

Sec. 24-38 of the Code of the County of James City lists special site requirements for automobile service stations, truck stops, truck terminals and other establishments selling or dispensing motor vehicle fuels, and its seventh requirement addresses trash containers directly: if dumpsters are provided, they shall be screened from adjacent properties by vegetation, landscaping or fences, and dumpsters shall be placed on concrete pads with a drainage system as required by the health department. The rule does not make dumpsters mandatory at a fuel-selling business, but if an operator provides one, it must sit on a hard concrete pad, drain properly under health department standards, and be hidden from neighboring properties with plants, landscaping or fencing rather than sitting exposed at the edge of the lot.

The same screening approach recurs elsewhere in the code: manufactured home park operators must similarly place dumpsters on concrete pads with a drain connected to a septic drainfield and screen them by vegetation, landscaping and/or fences under Sec. 24-186, and Neighborhood Commercial development within the Limited Business District must screen large trash receptacles, dumpsters, utility meters and above ground tanks from adjoining property and the street under Sec. 24-369(c)(2). Fuel-station dumpster placement is reviewed as part of the site plan required for the use, and Community Development's planning staff confirm the concrete pad, drainage and screening before signing off on that plan.
