Kyle, TX Trash & Recycling: Dumpster Rules (2026)

Section 53-899 lays out the design standards that apply to every new non-residential development in Kyle's I-35 overlay district, the corridor along the interstate that the city's comprehensive master plan singles out for a more urban, pedestrian-friendly look. Two subsections govern dumpsters and trash service specifically. Under the site-standards subsection, loading areas have to be fully screened from public rights-of-way and residential districts behind a screening wall at least 14 feet tall, and waste and recycling disposal areas must be screened from public streets, pedestrian gathering areas and building entrances with walls, landscaping, or both.

The siting-and-orientation subsection goes further for buildings that cannot face the public right-of-way with their primary entrance: it requires dumpsters, recycle bins and compactors to be enclosed inside screening walls that match the adjacent building's materials, style and color, and it requires dumpsters and other service areas to be located on the side of the building rather than the front. The same subsection extends the screening requirement to storage, meter banks, HVAC equipment, generators and similar mechanical equipment, so a developer cannot satisfy the dumpster rule while leaving other back-of-house equipment exposed to the street.

Kyle's planning and community development staff review these standards at site-plan and building-permit review, and any variance from the I-35 overlay standards goes to the planning and zoning commission, with appeals to the city council. Because Section 53-899 sits inside Chapter 53's zoning regulations, a non-conforming dumpster enclosure or an unscreened waste area in the overlay is a zoning violation subject to the code's general enforcement powers, including the withholding of site-plan or building-permit approval until the property conforms.
