The City of Kyle bills trash and recycling collection through Public Works and City-contracted haulers under City Code Section 50-25, part of Chapter 50's utilities article. Instead of printing collection days or container-placement rules directly, the ordinance ties every account's service to a customer classification and applicable service level, meaning cart size, pickup frequency, and whether the account uses a standard residential cart or a commercial dumpster. The ordinance also carves out an exemption: irrigation-only and construction-only utility accounts are not required to pay solid waste fees unless Appendix A designates otherwise, since those accounts do not generate a normal household waste stream.
