Summary

New Haven requires a Department of Public Works permit before placing a dumpster in the city right-of-way, and every permitted dumpster must display an assigned number.

No dumpster may be placed or installed on any site in the city's right of way unless the person responsible for it has obtained a permit for it from the director of the department of public works or his/her designee. Such permit may be issued upon the payment of a fee, if any, as authorized, established and amended from time to time by the board of aldermen. Additionally, the dumpster must bear a number issued by the director of the department of public works or his/her designee in conjunction with the permit.

Full Breakdown

Section 30¾-16 treats dumpsters as a permitted use, not a by-right convenience. Anyone placing a dumpster on a site within the city's right-of-way must first get a permit from the Department of Public Works, submitting the site address, a site plan showing the dumpster's location relative to structures, and contact information for the site owner, the responsible party, and the hauling company. The city assigns a permit number the dumpster must display. All dumpsters transporting debris or solid waste in the city must stay covered at all times, and permits are conditioned on following an approved site cleanliness plan.

Violations & Fines

Placing a dumpster without a permit, an uncovered dumpster, or failing to follow the site cleanliness plan; the city can revoke the permit and impose a fine per day of noncompliance.
