09(b) of the Property Maintenance Code bars an owner or operator from maintaining a portable, temporary, or storage bin, box, or dumpster on the exterior of a premises until four conditions are met. The owner must file an application with the City for the placement, pay the fee set under Chapter 185 of the Codified Ordinances before placement, keep to no more than one temporary storage bin, box, or dumpster on any one specific premises, and place the unit behind the property's front setback line at all times.

The resulting permit is valid for 30 days, with one 30-day extension available on written request and City permission, and the ordinance caps a property to a single permit per 12-month period, so a homeowner or contractor doing a longer renovation needs to plan the dumpster window around that yearly limit rather than repeatedly re-permitting the same bin. 04 of the Administrative Code, the same fee schedule used for other Building Department permits including rental inspections and donation box registrations. 09, that separately bans junk, debris, and other unsightly conditions, so an unpermitted dumpster left on a lawn can be enforced both as an unpermitted placement and, if it becomes an eyesore, as a separate junk-and-debris violation.
