A subsection (c) placement-timing violation is a minor misdemeanor, rising to a first-degree misdemeanor for a fourth or subsequent offense within a year, and the City may enforce it by issuing a citation under Rule 4.1 of the Ohio Rules of Criminal Procedure. Each day a violation continues is a separate offense, and a court may order the violator to fix the problem at his or her own expense.
