Pontiac, MI Trash & Recycling: Dumpster Rules (2026)

Article 4, Chapter 4 of Pontiac's Zoning Ordinance governs landscaping and buffering citywide, and Section 4.408 sets the screening standard for loading, storage and service areas, including dumpsters. Subsection A requires that trash receptacle or dumpster areas be shown on the site plan and screened on at least three sides by a masonry wall at least as tall as the receptacle itself, with a gate left open on the fourth side for service access. The section directs that siting decisions give primary weight to two things: keeping the area accessible for pickup service, and minimizing how visible it is from a public right-of-way or from adjoining properties.

The Planning Commission has discretion to waive the screening requirement, but only where it determines that skipping the wall will cause no significant negative effects. Subsection B extends similar screening to a wider set of site features: storage areas, loading and unloading areas, and other service areas must be screened from public rights-of-way or adjoining properties using a Type B landscape buffer under Section 4.405, again unless the Planning Commission determines otherwise. Because the rule sits in the general development-standards article rather than in a single zoning district's chapter, it applies to dumpster placement across Pontiac's commercial and industrial districts alike, not just to one type of development.

A site plan that omits the required masonry enclosure, or that places a dumpster where it is visible from the street without Planning Commission approval of a waiver, does not meet the zoning ordinance's development standards and can be rejected or required to be revised at site plan review.
