Pontiac, MI Parking Rules: EV Charging (2026)

Pontiac's Zoning Ordinance regulates automobile filling stations in detail under Section 2.509(B), covering setbacks, separation from other stations and the R-1 District, truck turn analyses, landscaping, and lighting. Tucked into that list, Section 2.509(B)(6) requires any filling station with more than eight petroleum dispensing pumps to include at least one electric vehicle charging station as part of its site plan. The ordinance defines a petroleum dispensing pump as the individual unit that dispenses petroleum-based fuel into a vehicle, and it specifically addresses multi-hose fueling islands: an island capable of fueling more than one vehicle at a time counts as multiple pumps, based on how many vehicles it can serve simultaneously, when determining whether the eight-pump threshold is crossed.

This means a station cannot avoid the EV charging requirement simply by building fewer physical islands with more nozzles each. The requirement sits within the same subsection that requires newly constructed filling stations to submit a traffic impact study and a truck turn analysis with their site plan, all reviewed by the Planning Commission as part of site plan approval. Existing filling stations that predate the current ordinance and do not meet this or the other Section 2.509(B) standards are treated as lawful Type B nonconforming uses under Article 6, Chapter 5, and are not retroactively required to add a charger unless they expand or reconstruct in a way that intensifies the nonconforming use.
