Sugar Land, TX Trash & Recycling: Dumpster Rules (2026)

Section 3-159(a) governs every commercial property's dumpster setup. All commercial solid waste must go into the container supplied by the city's exclusive franchisee, the sole hauler holding the city's franchise to collect commercial waste, and must stay fully contained to prevent odors and loose debris from escaping. The area immediately around the container has to stay clear of obstructions so the franchisee can actually service it, and containers can't be modified or used for anything other than commercial solid waste disposal and collection. Containers must sit in a safe, accessible location with adequate clearance for the collection truck to maneuver.

Subsection (b) gives the franchisee real teeth: it isn't required to collect commercial solid waste that fails to comply with these requirements, so a blocked or overloaded dumpster can simply go unserviced until the business fixes it. Separately, Division 4's Sec. 3-162 regulates commercial recyclable material, which must be kept separate from regular commercial solid waste and stored in carts, containers or roll-offs specifically designated for recycling, or bulked and secured so it doesn't create a nuisance, windblown litter or fire hazard. Any recycling roll-off, container or bulked pile must carry an affixed label, decal, paint or sign reading "RECYCLABLE MATERIAL" in letters at least two inches tall, in a color that boldly contrasts the container's paint.

No dedicated penalty appears in either section, so violations default to Sec. 1-9's citywide fine, up to $500 per offense, with each day counted separately.
