Section 3-155(a) requires each residential property to use both the city-provided garbage cart and the city-provided recyclable material container, though that mandatory container doesn't cover soft recyclables (clothing, shoes, small furniture and similar items) or bulk cardboard, which the code handles separately. The recycling cart stays city property at all times and can't be removed from the serviced address except by the city itself, so a homeowner can't take it when they move or hand it off to a neighbor. Under (b), a customer who generates more recyclables or solid waste than the standard cart can hold between collection dates can request an additional cart for a monthly fee.

Under (c), if a cart is stolen or damaged beyond repair through no fault of the customer, the city replaces it at no charge; if the damage results from the customer's own negligence or misuse, the city bills a replacement fee instead. Soft recyclables aren't part of the mandatory cart program at all: Sec. 3-156(a)(16) requires customers to place them in their own containers and schedule an on-demand pickup through the city's textile recycling contractor rather than setting them at the curb with regular recycling.

Because no separate penalty applies to Sec. 3-155, a violation, such as removing a city cart from the property or refusing to participate, falls under the citywide default in Sec. 1-9, fined up to $500 per offense, with each day of noncompliance a separate offense.
