150(C) governs 'approved nonresidential containers,' requiring bulk storage containers, called dumpsters in the ordinance, to be sized to handle all regularly generated weekly solid waste from the property. Each dumpster must be watertight, though clean-out drain plugs are allowed, and constructed of heavy-gauge metal or another durable material that animals cannot penetrate. It must be capable of being emptied without hazard to collection crews and equipped with doors or covers that fit tightly. The section further requires the container be maintained in a regularly cleaned, sanitary condition, with doors, chains, wheels and other appurtenances kept in place and in good working order; any sharp or protruding surfaces, dents, tears or other defects that could hazard collection personnel or the public must be repaired immediately.

110(C) separately requires that nonresidential solid waste be collected only by private refuse hauling firms licensed by the Wisconsin Department of Natural Resources, since the city itself does not service nonresidential accounts. 290(O).
