220(A)(4) is direct: no yard wastes shall be disposed of through regular city refuse collection. Instead, every resident and property owner is responsible for handling accumulated yard waste through on-site use, recycling, or another lawful method. 270. The public works director can also order special curbside yard waste collections at particular times of year, for a duration the city council authorizes and the public works committee approves, rather than year-round pickup.
