81, Unlawful Dumping, Seizure and Impound of Nuisance Vehicles, targets people who drive into Apple Valley neighborhoods to dump waste. 015 defines "commercial quantities" as waste generated in the course of a trade, business, profession or occupation, or any amount equal to or exceeding one cubic yard, distinguishing it from ordinary "littering" of smaller quantities. 018 makes dumping commercial quantities on public property outside a designated disposal site, or on any private property, unlawful. 020 declares any vehicle used for that dumping a nuisance, seized and impounded for 30 days.
