Bossier Parish, LA Trash & Recycling: Illegal Dumping (2026)

Bossier Parish Code § 102-1 makes it unlawful for any person or their agent to deposit trash, rubbish, glass, metallic objects, weeds, bushes or other refuse and garbage along a road, bridge, highway or waterway, or any adjacent area, in the parish. If dumped litter can be traced to a particular person, by its contents or by proof it was previously in that person's possession, the ordinance creates a rebuttable presumption that the person committed the dumping. A conviction is a misdemeanor punished under the general penalty section, Section 1-13, but a court may suspend any jail sentence if the violator performs a minimum of 40 hours of community service, including picking up trash along parish roads, bridges and highways, or substitute service if the person is physically unable to do that work.

Beyond the criminal charge, subsection (d) lets the Police Jury or a law enforcement officer order the person who dumped traceable litter to remove it immediately upon notice, and failure to comply authorizes the Police Jury to sue for monetary damages, restraining orders, injunctions or other remedial court orders. Enforcement authority reaches state-commissioned officers, parish and municipal law officers, and the Bossier Parish Sheriff's Office. A 2019 amendment, Ordinance No. 00 upfront fee, storing it unprotected at an impound yard for five business days before disposal.
