Canyon County Code § 02-03-13(1) makes it unlawful for any person or company to dump or deposit solid waste in any area or place in Canyon County other than the Pickles Butte site, unless the Board of County Commissioners has specifically approved another site. This sits within the county's broader Prohibited Acts section, which also bars letting solid waste accumulate in a yard, lot, or adjacent street, alley, or sidewalk under § 02-03-13(2), interfering with landfill operations by dumping without paying required fees under § 02-03-13(3), and burning materials that emit toxic contaminants under § 02-03-13(4).
