Canyon County, ID Trash & Recycling: Pickup Rules & Schedules (2026)

Canyon County Code § 02-03-03, Transportation Of Solid Waste, was enacted because public highways and adjacent public and private lands leading to the county's solid waste disposal sites were being littered with paper, cans, bottles, and trash scattered by loads that were not properly covered or secured. The Board of County Commissioners adopted the requirement under its general Idaho constitutional and Idaho Code § 31-714 authority to regulate for public health, safety, and welfare. Subsection (3) states the operative prohibition: it is unlawful for any person hauling garbage, refuse, rubbish, or trash of any kind on the public highways of Canyon County outside the corporate limits of any municipality to haul that material without covering and securing it to prevent scattering, blowing, or loss during transport.

The section's definitions section describes 'rubbish' as all nonputrescible solid waste except abandoned vehicles, car bodies or parts, and industrial or agricultural solid waste, and 'trash' as papers, bottles, nails, and other refuse not otherwise described. This covering requirement applies specifically to transport outside any municipality's corporate limits, meaning it governs hauling within unincorporated Canyon County; once a load crosses into Caldwell, Nampa, or another incorporated city, that city's own hauling and nuisance rules take over. The rule was adopted by Ord. 05-011 in 2005 and sits alongside the county's mandatory disposal requirement in § 02-03-08 and its disposal-site designation in § 02-03-01, together forming the county's basic transport-to-disposal framework for unincorporated residents and haulers.
