060(B): litter thrown from a moving vehicle, boat, airplane or other conveyance is prima facie evidence against the operator, and litter found bearing a name, such as on mail or a bill, creates a rebuttable presumption that the named person dumped it. 060(D).
Violations & Fines
Illegal dumping is a misdemeanor under § 8.160.060(C), amenable to Hall County Magistrate or State Court, with a fine of not less than $200.00 for each violation on top of the Code's general penalty in § 1.50.020. The violator must also reimburse the county for the reasonable cost of removing the litter, and the court can order the person to personally pick up litter along up to a mile of roadway or from the dump site, and may publish the names of those convicted.
