040(a) prohibits throwing, dropping, depositing, or discarding litter on any public property, on private property you don't own, or in the waters of the city, whether from a vehicle or otherwise, covering highways, parks, beaches, forest land, recreational areas, trailer parks, roads, streets, and alleys. The penalty scales with the amount dumped. 120. Under subsection (d), dumping more than a cubic foot but less than a cubic yard is a misdemeanor, and the violator must also pay a cleanup restitution payment equal to twice the actual cleanup cost or $50 per cubic foot, whichever is greater, split evenly between the landowner and the investigating law enforcement agency.

Subsection (f) makes discarding potentially dangerous litter in any amount a class 1 civil infraction, and subsection (g) separately makes it a flat gross misdemeanor to deposit, abandon, or discard a vehicle or motor vehicle parts, fluids, or accessories on public property or on another person's private property without permission, regardless of volume.
