Section 26-10 states the prohibition plainly: no one may deposit, or cause to be deposited, any form of solid waste on public or private property, full stop, regardless of whether the depositor owns the property. The section folds that ban back into the rest of chapter 26 by requiring that any waste instead be prepared and placed for collection exactly as the chapter specifies, meaning bagged and tied for a rollout cart under section 26-4, kept out of someone else's dumpster under section 26-16, and set out only within the placement windows the chapter sets.

A related duty in section 26-11 separately bars tampering with collection: no one may interfere with the town's refuse collection process by messing with containers or their contents. Chapter 26 closes with its own general penalty clause, section 26-20, which subjects any violation of the chapter, including illegal dumping, to a penalty of not more than that permitted by law, rather than a dollar figure written into that section. 00, imprisonment up to 30 days, or both, with every day a violation continues counted as its own separate offense.
