10(A) makes it unlawful to place, sweep, scatter, throw, or dump any refuse, rubbish, garbage, household trash, commercial trash, industrial waste, yard trash, or tree trimmings on any road, street, parkway, sidewalk, the beach of the Atlantic Ocean, or the beach or bank of any river, stream, watercourse or pool within city limits. The same subsection bars dumping on private property unless it is done under the city's handling rules, at a designated place, and with the consent of the city or its agents. 10(B) separately targets accumulation: it is unlawful to permit garbage or trash to build up anywhere in the city to an extent that it becomes a public nuisance or endangers public health, safety, or general welfare, and failure to clear the accumulation within 48 hours after the Code Enforcement Division orders removal is itself a violation.

10(C) covers hauling: anyone transporting garbage, industrial debris, or yard trash in an uncovered vehicle must securely tie the load down with tarpaulins, ropes, chains, or belts, and the material cannot hang over the sides or extend more than four feet past the rear of the vehicle. 10(D) prohibits letting rock, stone, or concrete fall and remain on city streets while hauling. 99 for the applicable penalty.
