C governs the location and screening of commercial containers, defined to include garbage dumpsters and compactors, cardboard receptacles, large recyclable containers, and grease or oil tanks. For new multifamily and nonresidential development, containers must be screened on three sides by a durable, sight-obscuring wall of brick, masonry, or stone, with a wood or metal gate on the fourth side, and the wall and gate must stand at least six inches higher than the container itself. Where a container sits next to a building wall, that wall can serve as one screening side, but the remaining walls must pick up a primary material or color from the building.
