313. Subsection (B) requires every dumpster, trash container, and its contents to be stored or concealed by fences, walls, or opaque landscaping so nothing is visible from the street or an adjoining lot, and (C) requires the screening to match the surrounding building or landscape. The distance and setback rules sit in (D): access must be laid out so the collection truck never has to make an unnecessary turning or backing movement; where a dumpster is required, it must sit within 250 feet of the main entrance, or the center of the building where that's more appropriate; and the enclosure must keep at least 25 feet of setback from any residential property line.

The enclosure itself must be a solid opaque structure of brick, concrete, concrete block, or comparable material matching the development's architecture, with an opaque gate over the open end, and every other exterior side landscaped with shrubs at least 24 inches tall spaced 24 inches apart at planting, unless the Planning and Zoning Board approves an alternative. The code also lets a developer substitute a centrally located compactor, door-to-door collection, or an enclosed trash chute with roll-out pads instead of a standard dumpster, subject to Planning and Zoning Board approval. 623(A) applies through the LDC's development-review track, these standards are enforced at site-plan approval and building permit stage.
