(a) Dumpsters shall be placed for collection purposes in a location accessible to authorized vehicles and shall have an identifiable sign adhered to the dumpster which contains the name of the private hauler and contact number. (b) It shall be unlawful for any person to place or cause to be placed, a dumpster or receptacle that services private property upon or in any street, swale, alley, sidewalk, public right-of-way or public property; provided however, that such dumpster or container may be placed in the public right-of-way on the scheduled day of collection and only for the period of time necessary for collection. The dumpster shall be returned to its approved enclosure or location on the same day that it is set out for collection within two hours after being serviced

02(B) governs dumpsters and dumpster enclosures citywide. Any user of a one-cubic-yard or larger metal mobile container must get written approval from the Environmental Services Division for location, size, enclosure design and drainage before placing it. Wheeled bulk containers of two cubic yards or less are exempt from the enclosure rule if they sit on a hard pad behind the building line, stay out of view from the right-of-way, and are never left curbside overnight. A property owner may appeal a denied veneer or screening application to the City Commission within ten days.
Violations & Fines
A Code Enforcement Officer can order immediate correction of an overflowing or improperly placed dumpster at the property owner's expense, with the city recovering its costs. If a Special Magistrate or court finds a violation of the maintenance rules in § 50.02(B)(3) on two occasions within 60 days, or for three continuous days, the Director of Public Works can require a larger or additional dumpster or more frequent pickups to eliminate the overflow.
