Miramar, FL Trash & Recycling: Dumpster Rules (2026)

Section 18-28 sets the container rules for Commercial Establishments and Multi-Family Residential Establishments, which under Section 18-1 covers any property zoned or used commercially, industrially, or as a multi-dwelling facility such as an apartment building or condominium with common access. Every Container placed at one of those properties, whether a Solid Waste Roll Cart, Dumpster, Roll-off or Compactor, must be screened from public view using a design the city's Engineering Department signs off on, and the screening wall or fence has to run at least as tall as the tallest point of the container it hides.

The section also requires the container to sit inside an approved enclosure rather than out in a parking lot or landscaped area, tying back to Section 18-3's requirement that enclosure plans for properties with four or more units be reviewed by the Development Review Committee, Community Development Department and Franchise Hauler before a building permit issues. Keeping the enclosure secure is the property owner's job: gates must stay closed at all times except while the hauler is actively servicing the container, which keeps loose trash, scavengers and code-enforcement complaints about visible dumpsters from becoming ongoing problems.

Containers also have to be clearly marked prohibiting their use for impermissible materials such as hazardous or electronic waste, bio-hazardous waste, biological or bio-medical waste, or sludge, a labeling duty that falls on whoever manages the container.
