Section 18-26 covers Municipal Solid Waste at Single Family Residential Units and sets the operating rules for the city-issued Solid Waste Roll Cart every household uses. All residential trash has to go into that Roll Cart rather than loose bags or a resident's own can, and once the cart is out for collection its lid must stay tightly closed at all times, with any plastic bags inside securely tied, which keeps loose trash from blowing out before the truck arrives. the day before the scheduled garbage day, so residents cannot leave carts at the curb for days at a stretch, and once the truck has serviced the street, the cart has to be brought back to the residence by the end of that same collection day rather than left curbside overnight or longer.

Those two set-out and pull-back windows work together with Section 18-6, which gives the City Manager, Public Works Director or a designee the authority to set the type, frequency and amount of collection service, and with Section 18-29, which separately bars anyone from putting household hazardous or electronic waste, acids, explosives, flammable liquids or other dangerous material into the regulation cart. A resident who repeatedly leaves an empty cart at the curb between pickups, or sets it out too early, is not just an eyesore complaint; it is a direct violation of the timing rules in subsections (c) and (d).
