AVMC § 7.05.110(D) sets the collection windows. Residential collection, both single-family and multifamily, is prohibited between 6:00 p.m. and 7:00 a.m. Monday through Friday, and between 6:00 p.m. and 8:00 a.m. for collections on Saturdays following holidays. Commercial collection audible in adjacent single-family residential areas is prohibited between 6:00 p.m. and 7:00 a.m. Monday through Friday and between 6:00 p.m. and 7:00 a.m. for Saturday collections following holidays. Commercial collections that are not audible in residential areas are prohibited between 9:00 p.m. and 5:00 a.m. on any day. Within those limits, collections are made by arrangement between the person in charge of the property and the collector. The noise chapter backs this up: § 8.12.070(H) exempts noise from solid waste collection and removal when it falls inside matching time windows, or as provided in an approved franchise agreement between a waste hauler and the city.

The frequency rules sit in the same section. Properties other than food establishments need removal not less frequently than once a week, and establishments where food is commercially prepared or sold need removal at least twice a week. Commercial and multifamily properties choose their frequency and bin size, subject to those minimums and to the director of public works' authority to require more. Under subsection E, collectors must design routes and times to minimize air pollution, traffic, noise and wear on public and private streets. Section 7.05.050 requires every premises in the City of Aliso Viejo to arrange service with a franchised, contracted, licensed or permitted contractor, and § 7.05.250 makes it a public nuisance to control property with no arrangement for regular collection.
