Arcadia, CA Trash & Recycling: Pickup Rules & Schedules (2026)

Section 5120.5.1 of the Arcadia Municipal Code carves out an exception to the ban on leaving containers in public areas: solid waste, organic waste and recyclables can be placed on a parkway within twenty-four hours before the date and time the Manager specifies for collection by the City or its contract hauler. The containers must comply with Part 2 and Part 4 of the chapter, which means the metal-construction, cover and sixty-pound limits in Sections 5120.2.3 and 5120.3.

The clock runs out fast on the back end. Section 5120.5.2 says no person can permit a container to remain on any public street, sidewalk or parkway next to property that person owns or occupies past 5 a.m. on the day following collection. The duty falls on the owner or occupant of the adjacent property, not on the hauler.

The code also controls who touches the material once it is out. Section 5120(a) prohibits anyone from sorting through, gathering, collecting or removing discarded solid waste, organic waste, junk, salvage or recyclables from any container, or carrying it along a public street, without a valid permit under Chapter 3 of Article VI. City employees assigned by the Council, contractors with a City contract, and their employees acting within the scope of employment are exempt under Section 5120(c). Section 5120(d) defines "discarded" as the act of an owner paying a fee for collection, removal or disposal, and Section 5120(e) limits liability to a person who knows, or reasonably should know, that the material would otherwise go to an authorized collector.

Collection vehicles have their own rules. Section 5120.8 requires a cover sufficient to stop any part of the load spilling while the vehicle is moving, and Section 5120.8.1 bars a collection vehicle from standing or parking on a street longer than needed for loading and hauling.
