Section 22-21(a) covers households that cannot move refuse. A full-time resident of a residential unit who is disabled to the extent of being incapable of moving refuse, and who obtains a physician's certificate as to the disability, is not required to place refuse at curbside. The exception does not apply unless all of the persons in the residential unit are disabled and obtain a certificate. The certificates are mailed to the sanitation provider so pickup crews are notified. The subsection also covers temporary disability, not to exceed 90 days, and extensions are required.

Section 22-21(b) sets the access conditions. Residential cans cannot be placed more than 150 feet from the curb or road edge, and refuse cans are not picked up if gates are locked, gates are wired or tied shut, dogs are loose in the yard, or cans are in carports or garages.

Other sections in the same article add pickup conditions. Under § 22-18(3), noncombustible trash and liquids are not collected. Under § 22-18(10), commercial waste generated by a business run from a residential unit is not collected except on a special fee basis. Under § 22-18(9), inoperative or worn out household appliances and discarded furniture are collected at the curb on an on-call basis to the sanitation provider. Under § 22-20(b)(3), dead house pets are collected only from animal hospitals, curbsides and public rights-of-way, must be in a plastic bag at the curb, and are collected on a special fee basis and an on-call basis. Section 22-16 has the city issue a notice to the owner or occupant when a can, container or area is or is becoming unserviceable or unsanitary, and § 22-23 bars burning any combustible material in a container used for refuse collection.
