The law behind the green bin is a climate rule, which explains why it lands on a household rather than only on a landfill operator. Public Resources Code § 42652.5 required the state board to approve and begin implementing, no later than January 1, 2018, a comprehensive strategy to reduce short-lived climate pollutants: methane by 40%, hydrofluorocarbon gases by 40%, and anthropogenic black carbon by 50% below 2013 levels by 2030. It also established targets for reducing organic waste in landfills. Food waste buried in a landfill generates methane, so the 40% methane cut is what turns into a cart at a Carlsbad curb.

Day to day that means trash, recyclables, and organics collected weekly at Carlsbad homes: the black or gray bin for trash, the blue bin for recyclables, and the green bin for organics, including food scraps and food-soiled paper. The separation itself is the obligation. Putting food waste in the black bin is the failure mode SB 1383 targets, and separating it has been required of California residents since 2022.

Timing at the curb is a rule of its own. Set bins out the evening before your scheduled collection day and bring them back in within 24 hours after the truck runs. A bin left at the curb past that window is a code violation in its own right, independent of what is inside it.

Some material does not belong in any of the carts. Bulky items such as furniture and appliances are collected by appointment, scheduled directly with the city-contracted hauler rather than left at the curb. Electronic waste and household hazardous waste carry separate disposal requirements and do not go in the trash, recycling, or organics bin. Sort those out before collection day rather than on it.
