Fairfield, CT Trash & Recycling: Pickup Rules & Schedules (2026)

Fairfield Town Code § 84-19, Authorization for collection, provides that "no person or business, shall pick up, procure or otherwise tamper with any refuse deemed recyclable under this article or a valid regulation, after such time this recyclable material is placed for collection, unless otherwise authorized by the Director." This targets scavenging: once a resident sets recyclables out under the curbside program established by § 84-9, that material belongs to the Town's collection system, and outside parties (including unlicensed collectors and would-be salvagers) cannot legally take it.

Enforcement is placed on the Director of Solid Waste and Recycling under § 84-20, which also makes any private contractor hired to haul refuse responsible for notifying the Director if a residence or commercial establishment is violating the article or a valid regulation, effectively deputizing the Town's contracted haulers as compliance monitors. Because § 84-22 lets the Director issue permits allowing private parties or charitable organizations to collect recyclables (conditioned on filing a report of materials collected and not undercutting the Town's program or its regional recycling agreement), the prohibition in § 84-19 is not absolute: unauthorized pickup is banned, but the Director can authorize exceptions in advance.
