Beloit, WI Trash & Recycling: Recycling Requirements (2026)

Beloit's Code of Ordinances Chapter 17, Article II makes recycling mandatory, not optional. 22 states the City Council's finding that participation in an integrated waste reduction and mandatory recycling program conserves landfill capacity, then requires all persons who generate solid waste within the corporate limits of the City to separate recyclable material from garbage. 29 lists the fourteen categories owners and occupants must pull out: lead acid batteries, major appliances, waste oil, aluminum containers, bimetal containers, corrugated paper or other containerboard, glass containers, magazines, newspaper, office paper, rigid plastic containers coded #1 through #7, steel containers, waste tires and electronics.

24 requires every residential dwelling unit to use a City-owned recycling cart, one per unit as a baseline, with a second cart available only at the discretion of the Public Works Director when volume justifies it. 25(2) sets the pickup interval: the Public Works Director publishes a schedule providing one collection every other week, and material cannot sit out longer than the scheduled interval allows. 30 requires recyclables to be reasonably clean, free of food or product residue, oil, grease or hazardous and medical waste, and placed entirely inside the cart; anything left outside it will not be collected.

26(5) lets the collector reject noncompliant material curbside with a written notice of the reason. 51: they cannot landfill or burn separated recyclables and must reject commingled loads. 59, which authorizes inspections of recycling activities, records and collection sites, and makes obstructing an inspection a violation in itself.
