A requires the city, or the contractor it hires, to provide solid waste and recycling removal service to 'all residential property in the city,' and it requires every person with solid waste or recycling material to pay 'the minimum charge established by resolution of the city council,' plus any additional charges tied to the type and volume of waste. Subsection B makes it unlawful for an owner, agent or occupant to 'remove or dispose of any solid waste or recycling material' other than under the rules and rates the council adopts by resolution, and it obligates every resident to actually set the material out for collection according to those rules.

The fee itself is fixed separately by the city council as part of the consolidated fee schedule under § 5-1-12. Because the ordinance ties compliance to the resolution-based rules rather than spelling every detail into the code, residents confirm current cart sizes, pickup days and rate tiers through the city's utility billing or public works department, but the underlying legal duty to subscribe and pay is set directly in § 5-1-2. Ownership of anything set out for pickup, including recyclables, transfers to the city under § 5-1-3, which is why scavenging a recycling cart at curbside is not permitted.
