06 (Recycling Programs) puts the compliance duty on "the person in charge of day-to-day operations" of any qualifying lot, meaning property managers and mobilehome park operators, not individual tenants. 010 requires that person to provide a recycling program for recyclable material, and green waste where applicable, at every multifamily property, condominium complex, or mobilehome park with five or more units on the lot.
