02, adopted by Ordinance 347 on September 8, 1992, prohibits any person within the corporate city limits, other than the current resident or owner of the property where recyclable materials are placed, or an authorized carrier, from removing, picking up, or transferring recyclable materials left in front of a single-family residence in a specifically marked recovery container. The section defines the protected materials by reference to whatever the city's recycling program or its pickup contract currently designates as recyclable, so the covered items track the city's active hauler contract rather than a fixed list printed in the code itself.

The rule targets scavengers who take out aluminum, cardboard, or other high-value recyclables before the contracted hauler arrives, which reduces the tonnage the city can report and can affect terms in its recycling contract. 99(C): a violation is a misdemeanor punishable by a fine of not more than $500, and the code treats each day a violation continues as a separate offense, so a scavenger who works the same route repeatedly can be cited more than once. The prohibition applies only to materials already placed at the curb for pickup in the specifically marked recovery container; it does not regulate what residents themselves may do with their own recyclables before setting them out.
