03(A), adopted by Ordinance 185 on December 17, 1974, establishes that the City of Parker itself provides solid waste collection and disposal service for its residents, and authorizes the City Council to contract with other governmental entities, individuals, or corporations to deliver all or part of that service. Division (B) lets the Council set collection rules and regulations by resolution rather than by amending the ordinance itself, and caps any penalty the Council adopts under that resolution authority at $100 per offense. Division (C) closes the loop on private haulers: it is unlawful for any person, company, corporation, or entity to engage in or provide solid waste collection service inside the city without first obtaining a permit or license, which the City Council issues at its own discretion.

That discretionary permit requirement means a hauler cannot simply start running routes in Parker; it must apply to and be approved by the Council before collecting a single can. The most recent amendment, Ordinance 814, passed March 15, 2022, updated the placement and timing rules that sit later in the same section without changing the mandatory-service or permit structure.
