Arvada City Code Chapter 90 treats yard waste as a defined subcategory of "solid waste" rather than a separate weekly collection stream. Section 90-1 limits the term to lawn, grass and shrubbery cuttings, clippings, and dry leaf rakings that are free of dirt, rocks, large branches, and other bulky or noncombustible material, meaning tree limbs, stumps and construction-grade brush fall outside the definition and are not eligible for yard-waste handling; residents with branches or bulky yard debris must instead arrange bulky-item pickup under § 90-33(d) or haul the material themselves.

" That fee applies to essentially all residential properties, including homeowners' association parcels that opted out of the city's regular waste and recycling service, unless the property is commercial, industrial, or a multifamily building of eight units or more (§ 90-36(1)). Once set out for a collection event, yard waste, like all solid waste, must be drained of liquid and contained (§ 90-31(a)) and kept off the street, curb and sidewalk outside the 12-hour window before and after the scheduled collection time (§ 90-31(c)). Owners, tenants and occupants share joint and several liability for compliance under § 90-32.
