The owner of any premises, whether commercial or residential, and any other person having yard waste shall cause the yard waste to be collected by a collector licensed under article IV of this chapter once every week, or more frequently if necessary, or as required by the city. However, collection shall not be required if the owner or other person is composting the yard waste pursuant to section 26-55 or ensures to the satisfaction of the city that a sanitary and environmentally sound alternative is used to dispose of the yard waste. Full Breakdown
Maple Grove City Code § 26-54(i) puts yard waste collection on the property owner: commercial or residential owners with yard waste must have it picked up by a hauler licensed under the city's chapter 26 hauler-licensing article at least once a week, more often if needed. That requirement drops away if the owner composts the yard waste under § 26-55 or shows the city they're using another sanitary, environmentally sound way to get rid of it. Either way, yard waste can't go to a resource recovery facility except for composting, and it can't be dumped in with mixed municipal solid waste.
Violations & Fines
Dumping yard waste into regular trash or a resource recovery facility outside composting violates § 26-54(i), and skipping weekly hauler pickup without composting or an approved alternative leaves the owner out of compliance.
