Norfolk's Urban Forestry program identifies and catalogs significant trees of exceptional size, species rarity, or historical importance. Heritage trees on public property receive the highest level of protection and cannot be removed without compelling justification. On private property, heritage trees may be flagged during development review for preservation. The city's tree ordinance gives the Urban Forester authority to designate protected trees. Norfolk participates in Virginia's Big Tree Program which recognizes champion trees by species. Damage to heritage trees during construction may result in significant fines and replacement requirements.
