Glendale, AZ Tree Protection: Parkway Planting (2026)

City Code Chapter 19, Article III, Division 3, Section 19-76 (Street frontages) sets the planting ratio for street trees, shrubs and groundcover on applicable development projects: at least one tree and three shrubs for every thirty feet of street frontage, plus vegetative groundcover covering a minimum of sixty percent of the total street frontage landscaped area. That minimum quantity must sit either in the street right-of-way landscaped area required by Section 19-63, or within the front twenty-five feet of the on-site landscaped area required by Section 19-62, and it has to be designed and located to enhance both the project and the streetscape.

Section 19-76(b) adds a sight-visibility rule: frontage landscaping near driveway exits and street intersections must follow the height, location and sight-visibility standards of Chapter 30, Article III of the City Code. Section 19-81 substitutes a different ratio, three shrubs and one tree per thirty feet, for reverse street frontage lots that back onto a street behind a six-foot screening wall, in place of the Section 19-76 standard, and requires an automatic drip or soaker irrigation system for those plantings. Section 19-82 requires the City to add together the plant quantities from Sections 19-76 through 19-81 that apply to a given project to calculate its total minimum plant material requirement.
