Water customers shall promptly repair all water leaks on their property by their own initiative within five days of discovering or notification of the leak on their own property. In the event any water leak on private property constitutes a threat to public health or safety, the water superintendent shall order the property owner to have such leak repaired within 24 hours and, if the property owner fails to comply with such order, the water superintendent shall cause the repairs to be made by a licensed plumber. The term "leak" means any uncontrolled flow of water greater than 25 cubic feet per day. Additionally, the legal director is hereby authorized to file suit to recover any and all costs of estimated water use of unmetered and/or payment for water as registered on the meter, plus all costs in making repairs as ordered by the water superintendent. Each day a violation of this subsection continues constitutes a separate violation.(c)Water customers shall notify the water superintendent of any leak discovered in the water system on public or private property immediately upon discovery.
