City Code Sec. 23-30 puts the reporting duty on any owner, occupant or user of a premises who discovers a leak in the service line running to that property: they must notify city offices within 24 hours of discovery. If they fail to comply, the city does not simply absorb the loss. The finance director/deputy clerk estimates the amount of water wasted because of the delayed report and charges that amount to the owner at the established water rate. This section sits alongside Sec. 23-29, which already assigns the underlying repair liability: once the initial connection is made to the water curb box stop, the applicant, owner, occupant or user is responsible for all repairs to the water line running from the residence up to, but not including, the corporation cock, plus any necessary repairs to the curb box stop itself and related street repairs, and must keep the curb box stop at the finished grade of the land.

The same liability structure applies on the sewer side under Sec. 23-29(b): once the initial sewer connection is made, the owner or user is liable for repairs to the sanitary sewer line from the residence up to, but not including, the sanitary sewer wye, plus any necessary street repairs. Sec. 23-27 further requires that connections to the water and sanitary sewer systems be performed by a city-licensed plumber, with a narrow carve-out letting an owner obtain a permit to connect to an existing service line entirely within their own property and do the work personally, provided it complies with all ordinances, applicable statutes, and the requirements of the city engineer and plumbing inspector.
